Development
The fastest development of pieces is of decisive importance for seizing the initiative and being the first to organize an attack. If one side manages to get far ahead of the other in developing pieces (mobilizing forces), a significant superiority of force can immediately arise in some sector of the struggle, which will be of decisive importance.
The accomplishment of any task in chess is combined with creating obstacles for the opponent in accomplishing theirs. Therefore, in striving for a favorable pawn structure, one must try to worsen the opponent's; in developing pieces, one must strive to hinder the mobilization of the enemy's forces.
Proceeding from the principles of opening strategy, one should not lose time, and consequently (except in cases where tactical threats are being created or parried) should avoid making several moves with one piece, advancing the rook pawns, and the like.
